Dress is measured totally flat. There is a lot of excess fabric at the waist due to the construction so that area will feel smaller when it’s on which was taken into consideration when measuring! If you’d like a super fitted look we would suggest sizing down but if you are layering this as a jumper we would suggest getting your usual size.
